I can't think of any
reason for there to be a
check valve or other restriction
in the retract circuit.

Got an air compressor ? You might try
to jury rig a fitting and hit the cylinder
with some compressed air.

Can you rig a come-along from the pad
back to the backhoe frame ?

Maybe just stuck...
