I am not that familiar with your IHC Tractor but it sounds Like an engine with overhead valves has developed a problem with the exhaust valve like a bent push tube, flat cam, lifter, causing exhaust gases, to go back or pop through the intake.
Maybe a valve adjuster set screw is loose and backed out. I would not run it until you inspect it. Vacume leaks and timing can cuse weird noises to if they are way off.
