I have also found that to be true most of the time. Police tend to know about what they are currently told to enforce and not much beyond that scope (unless he/she has a personal interest in the subject).
Same goes for most lawyers I've known. They tend to be legally myopic outside their chosen narrow field, and a few don't even do well with that.
If somebody wants to know the laws as written, it's all posted on Websites by the various State governments for anybody to read.
If somebody wants to find out how they work in courts (which is often quite different then what's written), check current case-laws. Also posted all over the Net by places like Lexix-Nexis.
The so-called "hitch law" is nonsense. So is calling it an obstruction to the license plate except in the minority of uses. On all my trucks, the hitch arm and ball sits well below the license plate.
