Teddy, you bring up an interesting point: Why not just give the guy a break and grant him a patent. Certainly the patent office has granted patents to hundreds of thousands of devices that are equally undeserving. We'll ignore for a moment that the USPTO refuses to even consider any invention that makes perpetual motion claims.
Here's the deal: Scientific breakthroughs are made not so much when a single researcher makes a discovery, but rather when other, independent researchers confirm those findings. Einstein's theories were really just so much math until astronomers and physicists made observations that confirmed those theories. Remember Fleischmann and Pons? They were two guys who claimed they had created nuclear fusion at room temperature. Had their claims be validated, they would both have won Nobel prizes. The problem was, nobody else could reproduce their findings. Now these are two very smart guys, but today they are the poster children for what happens if you make claims that nobody else can reproduce.
