I think that's the point here really... If you've got something to say to the man, then you go say it to the man, not go blathering to the nearest hack, or however it took place. It's done in his office, behind closed doors, privately. If you disagree, you work it out. If you can't work it out, you have two choices. Fall in line, or sign your resignation... and if you really believe what you're saying rather than postuering, signing the resignation should not be a problem... but when the office door opens, you either sing the same song or go separate directions. We've dealt with this type of thing in the fire department from time to time. It's different stakes obviously, but the principle is the same. You can not have someone under you running the show, bucking you or openly flaunting your authority when it's your own head that will ultimately roll... and you can't be seen as weak to others who are under you because when ~they~ see that this fella got away with it... well they'll damn well try it next. Then you have a much bigger problem.

There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard.
