The fact that this tank is open makes it more dangerous to work with than one that still has propane in it. As long as the tank had been properly purged there will be no oxygen inside with the propane so it will not explode. The liquid will not burn and the vapor will not support a flame.
A tank that has valves removed so that air can get inside becomes dangerous until it is properly vented.
