Propane boils at -40 some degs. The boiling is what causes the natural pressure in the tank and converts the liquid into a usable gas. Propane is always stored as a liquid and used as a gas. That's one of the questions on the propane filling certification. If the tank is open, there won't be any left to burn because it will have all boiled(evaporated)away. Blowing air through the tank wouldn't hurt. There may be a smell left over from the agent added for smell but it's not flammable by itself. I worked in a shop that repaired sour gas vessels. They cut them apart with a cutting torch after purging but still stunk up the entire shop. After new trays or whatever were installed, they were welded back up. Sour gas is a lot worse than simple propane. There won't be a problem welding a nut on the broken bolt. If it was welded directly on the tank would be a different story. If the tank was sealed the welding would cause increased pressure in the tank that could exceed its limits. I've had square tubing split along the weld because of too much pressure from a lot of welding on a small closed section. Dave
