Jim - If we're talking the same thing, those are the two screws in each brake drum, holding the drum to the axle. They are 3/8 or 7/16 coarse, RH thread, countersunk heads, about 1/2" of thread. WD-40 or penetrating oil, soaked in overnite, and an impact screwdriver may do it. We have resorted to drilling - a 1/8 hole clear through, allows heating clear through and then using an easy-out. As a last resort, burning off the heads. The remaining thread can then be drilled and chiselled out of the holes. The screws aren't really necessary - the wheel bolts hold the drum securely in place.
