tractor won't start

I have an International B275 diesel tractor that is very hard to start from cold. I have to nearly run the battery down before it will start and then it omits a lot of smoke. Once the tractor is warmed up, it starts OK. I have replaced a couple of the glowplugs and I think they are working but I have no way of being sure. Any help would be appreciated. Allan
