Dumb question on voltage reads on ignition system

I just about overhauled my carburator to death because of fouling of plugs and gas rich fume exhaust and while trouble shooting the "fuel" problem, I read the voltage on the coil (this is all on a IH 464 12-volt system). The battery read 12.05 volts and the reading on the coil terminal was 7.54 volts!! I disconnected the lead from the coil and it then read 11.79 volts (coming to the coil from the battery). I assume that the points were closed at the time, causing that kind of drop? The spark coming to the plugs looked pretty puny and that is why I started looking at the electrical side of things. The plugs constantly foul and I thought I was addressing a fuel problem. Can someone explain to my dumb butt as to what I am seeing with these voltage readings. I checked them twice and that is what they are. What am I dealing with here in addition to my illiteracy? Thanks.
