Rough Idle on Farmall Cub...

I have a 1956 Cub. I have to run the choke about halfway to make the engine run smoothly. It doesn't miss, but it the engine speed continually rises and falls. If I choke it about half, it smooths out. This is consistent at idle and throttled speeds. I have put a rebuild kit in the carburetor and this did not help. One suspicious item is that I can change the setting on the mixture screw on top of the carb and nothing changes. I set it from seated to wide open and the engine runs the same. It seems to be a problem with the mixture. Plugs, points, wires, distributor cap, are all new. Any thoughts?
