Lee if you havne't already, make sure the liftall pump is hooked up to the transmission countershaft. If it is, and with the engine turned off, pull the lever up and down and hear and feel if you can notice a detent. If that pump and reservoir have been out before, it is easy to not get things lined up correctly when putting the pump back into the reservoir. The activation assembly may not be hooked to the lever.
