Gene - When you measured the voltage at the coil was the motor running, or did you have it stopped and just the ignition turned on? Reason: When the motor's running, the coil alternately sees 12 volts then 0 volts with each closing and opening of the points. Your voltmeter will "average" these rapidly alternating 12 and 0 voltages. Hence a meter reading of 7 volts across a 12 volt coil with the motor running is just about right. If the coil doesn't get hot to the touch after running 10 minutes or so, chances are good your coil is the rignt one for this tractor.
