IH 300 Governor Surging (Galloping)

Hi - I posted a message a few weeks back about a problem I was having with gas dripping from my IH300 carb and trying to get the tractor to operate over the correct rpm range. Thanks for the replies I received - they were a lot of help. Since then, I've rebuilt the carb and adjusted the linkage between the governor and the carb. I also made adjustments to the throttle linkage. I now have the tractor idling between 450 and 1900rpm. But now I'm having problems with the tractor "surging" or "galloping". It will idle steady below about 1200rpm. But it starts to surge at any speed above 1200rpm. It surges about 300rpm in every case - from 1200 to 1500 and back or 1600 to 1900 or 1900 to 2200rpm. I've made all the suggested adjustments to the governor - I've set the low speed and high speed screws against the stops at low and high idle, respectively. I've also tried to adjust these back and forth to stop the surging, but that did not help. I've looked at the governor weights and the governor shaft and that all looks OK. At the suggestion of a friend, I also adjusted the main fuel jet on the carb so that it is about 1/2 turn open from the point at which it effects the idle at 1900 rpm. This surging did not occur before I re-built the carb and got the tractor to idle over the full 425 to 1900rpm range. Can anyone help? Thx, Doug
