Stumped on C problem

Ok guys, I don't know what to check next. Here is sequence of events up till now. Would not start, appeared to be dead coil (had no secondary voltage from coil) Replaced coil, and fired off fine Ran fine about 20-30 minutes, then died as if switch was shut off Restarted, but needed partial choke to run well at all Checked fuel flow to carb, seemed ok Pulled carb (twice) and cleaned, checked well and found no problems. Pulled distributor, advance was gummed and looked to be sticking Cleaned distributor, and replaced springs on advance, lubed weights,etc, filed and set points to .020 Restarted, but still surges at lower throttle, runs better at higher throttle, but not up to par with what it should be or was. Timing changes will allow better idle, but not right. I am now beginning to wonder about the new coil I put on. Anyone seen a coil cause this type problem? Points, condensor, cap, rotor, carb rebuilt about 30 working hours ago, and was running fine. I believe the surge is from engine nearly stalling, and governor opening then tractor fires back up with higher throttle then cycle starts over again.
