How tight is sludge???

I purchased a Super C that has not run in 6 years. I have done the following: -- All new wires (plug, battery, generator & starter). -- I had the starter and generator overhauled and cleaned. -- Changed all fluids. -- Dropped oil pan and cleaned out sludge. Former owner only used non-detergent oil and it shows. -- Removed value cover and cleaned out more sludge. Here what happens. When I go to start it I can hear the starter engage the flywheel. The motor grunts and turns slightly. I thought maybe starter was bad. I took starter from my other Super C which works great and put it in this one. Same result, no start. I can turn the motor with the crank so I know that the motor is not stuck "on center". My question is could sludge in the block be responsible for not allowing the motor to turn over when I pull on the starter? I'm about ready call the neighbor over and have him pull me around the yard and make the tractor start. Any ideas? Thanks.
