Farmall C skipping a beat

A while back, I posted a comment about my Farmall C skipping or missing. It ran good, but would hesitate or miss. I regapped the points which were set too wide and that did not help much. It had spark suppression type plug wires on it. I replaced those with copper wires. Problem Solved!! Now I need to solve an idle problem. It will not idle down to low idle. You can pull the rod forward that goes from the governor to the carb and it will idle down. As soon as you give it throttle and then throttle back, it will not idle all the way down again. I shortened the rod between the carb and governor, but that did not help. The governor works fine and does not surge, but the engine does not speed up much until you are at about half way of the throttle. Could this be caused by weak or broken springs in the governor???
