Need Help! H dieing at high RPM under load

This spring when I went to start up the old H for the year I recieved a nasty surprise. Not only was my tarp gone but the gas cap was missing & the tank had a water/gas mix. This weekend I was finally able to do something with it(been growing new skin most of the summer after a motorcycle accident). Drained the crud from the tank. Cleaned/rebuilt the carb (the float bowl was full of water & rust was starting all over). It starts & idles nicely. The problem is when you rev it up to mow it may give you up to 20' & then will sputter. If you hit the clutch & throttle down it will stay running. If you only hit the clutch(without throttling down) it will die. It starts right back up, but this game gets old fast. Any ideas??? Thanks Weekend
