Need Help! H dieing at high RPM under load

This spring when I went to start up the old H for the year I recieved a nasty surprise. Not only was my tarp gone but the gas cap was missing & the tank had a water/gas mix.
This weekend I was finally able to do something with it(been growing new skin most of the summer after a motorcycle accident).
Drained the crud from the tank. Cleaned/rebuilt the carb (the float bowl was full of water & rust was starting all over).
It starts & idles nicely. The problem is when you rev it up to mow it may give you up to 20' & then will sputter. If you hit the clutch & throttle down it will stay running. If you only hit the clutch(without throttling down) it will die. It starts right back up, but this game gets old fast.
Any ideas???
