oil bath air filter on Farmall A

I have a 1939 Farmall A with the original oil bath air filter. I seem to be pulling oil into my carborator from the air filter. As anyone experienced this problem. In the bottom bowl, where you put the oil I have a "innner" ring and what I call the outer ring. The inner ring has two holes in the side. I do not have a fill to line, I looked a hundred times! Do I put oil in both rings or just the outer ring? Do I fill just to the holes on the inner ring? Please help!!
