You fill both the inner and outer rings up to the fill line that is marked on the cup. Have you looked up in the air cleaner can to see that the screens are still in there?? I had a C that someone had removed the screens. Had to get a replacement aircleaner can from a salvage yard. The screens are not removable, so don't try to take the screens out. If you need to clean the screens, do it with a solvent, or a degreaser material of some kind and make sure all the residual is rinsed out and dried.
