TSC SPOOL VALVE

Guys,
I hooked up the TSC spool valve just as it said. But the valve is working backwards. It says that hose A goes to the EXT of the cyl. and hose outlet B goes to the RET side of the cyl. This valve is the one that someone on this page told me to buy so I would have both up and down presure. What am I doing wrong. I have locked the rod on the H in the lift pos. Is there a different way for the handle to go on. It seems to me that this valve is just a one way valve?
