Got a problem on my 49M

I just got my M and it did not run when I got it.This M was an all fuel and I put a gas manifold on it.It would crank with the choke closed and if I opened the choke flap much it would quit.I pulled the carb off and cleaned the needle and seat and took out the nozzel that has the six little holes in it and cleaned all that I could find.I put the carburator back on and it runs a little better but the choke still has to be almost closed to run.I took the fuel line off and I have a good flow to the carb.There is a little brass nozzel that sticks up when the carb is apart and that was broken off.I do not know what this little brass strawlike piece did but could this be my problem?I am sure it isn't much but I need a fresh perspective.As soon as I open the choke it quits.Thanks,Jack(TN).
