400 stuck in two gears

What do I do? I live in Duluth,MN, and it's cold. The Farmall won't budge. She fires up just fine, but the wheels are locked. I have no neutral, and I have to start the tractor with the clutch depressed, and when I let it out, it stalls. I pulled the gear tower, and all rails line up, and still it's locked up. Yesterday I lit a fire under the trans. housing with the hope of warming things up a little, but with no luck, still frozen. Seems like the bull gear is locked up for some reason. It's got a little frost on it, but that seems normal for this time of year.Could this be a serious transmission problem or just cold related? Confused?
