IH 240 Utl Steering

I just bought this tractor ( its an industrial (yellow) and has an IH 2000 loader) and am having trouble with the steering. It has power steering but the steering wheel has to be turned a full rotation before the front wheels start to turn.
The Power steering also whines (crys) with low RPM's. Where do I get the best service manual for this tractor? Also, where is the best place to get IH yellow spray paint cans? Thanks
