On the top of the governor right next to where the control rod comes in from the hand throttle, is a bolt that points straight down into the case with a lock nut on it. That adjusts the high idle speed. I believe backing the bolt out increases the speed, but it's been awhile since I played with mine. Most of the troubles I have seen with these governors are either the spring inside being broken, (no governor response at all) or binding throttle rods between the governor and carb (sluggish response between extremes, or jumpy/surging action). There is also an adjustment on the bottom of the case that applies to how close the governor tracks, but I would need to go get my book on that one, or some one else can provide additional enlightenment:) Hope it helps, Stan(VA).
