Farmall A, Throttle/Governor problem?

On my recently purchased A, someone had previously added a separate throttle cable. I wish to restore this to it's original condition. The old throttle lever is in good shape. The throttle rod goes forward from the lever and connects to the governor. The horizontal rod running from the governor, infront of the engine is there but does not adjust (move)the throttle linkage. Hence, they put a cable down the oposite side of the tractor and tied it to the throttle linkage. My guess would be that the gov is messed up inside and doesn't operate that horizontal rod. I know absolutely nothing about governors. Any help or ideas would be greatly appreciated.
