help with loader hydraulics

I got a loader for free--can't pass that up. I was told it worked when it was last used about a year ago. It has sat outside. It came off an H and I put it on my 400. I have two problems. The first is that I cant get the plugs out of 3 of the side hydraulic ports on the tractor. I've applied liquid wrench every day for three days but they are not moving. Secondly, when I connect the lift pistons, only one piston moves, and only about 8 inches. There seems to be no leaks and the resevoir is full. Is the lack of movement due to: -the fact that both hoses are not connected simultaneously? -bad seals in the pistons? -air in the hydraulic system? -other? Thanks in advance for any assistance.
