Older style front H cast hubs

I recently picked up some early 1939-1940 H front cast hubs, that hold the rim on with the three locking clamps. The bosses on the back side of the hubs where the bolts go to hold the clamps are broken out, like the wheels were driven with the blots loose and the side pressure cracked them out.

Anyone know if this was a common problem with the first design?
