What the heck is this on my tractor??? PICS

OK, I've been looking at these things/features for several months and have been trying to find out what their purposes are. First pic: What is this on my wheel? At first I thought it was an extension for a dual wheel setup but it looks like it's not now since nothing lines up with other wheels that I have.
Second pic is of a sleeve that protrudes from the inside of my final drive. At first I thought it was some part that had stripped itself loose and had begun to slide out but after removal of the housing I saw it had it's own felt seals and all so it seems like it's supposed to be sticking out. What the heck is this for??????
