Sounds like it is getting to much fuel or your gasket is not sealing. Do not over-tighten the bolts or you will ruin the gasket. You should remove the manifold and evenly tighten the bolts and then put it back on the tractor and see if it still leaks. That is not the easiest thing to do, but it is the best way to do it.
