H bull gear installation

Having troubles putting bull gears back on the H. They slid right off but won't go back on. We've done this through the PTO hole before on another H, but now we can't get it with the entire top cover off. It's been a while, but are week overlooking something stupid? Is there one gear offset or something? it goes on about 1/4" enough to know it's spinning w/the axle, it wiggles all around, but won't slide on at all (yes - it is started on the splines as much as we can see on the bottom). Any suggestions?
