IH 424 value

I am looking at an IH 424 gasoline tractor, condition seems very good, no oil used or leaked apparently and according to seller. Seemed to run and operate about like new, pretty quiet. Appearance of metal and paint relatively good. Comes with a decent condition brush hog and scraper blade.
I was impressed with the nice tractor. Don't know the year, the older man owner said 1972 but I guess that can't be right. My question is what is what is this rig worth. I am pretty sure the $3650 he is starting at is considerably too high, including the implements?
