400 missing

I have read through the archives and not found what i was looking for. I could use some help. We just got my 400 running and it tends to miss when not under a load. If you idle up and run it in gear it seems to quit. I have had my brother-in-law check it out as he is a much better carb man than me. We have not had any luck. New points, plugs, wires, cap, rotor, 2 diferent coils. we have cleaned the carb 3 times, as this tractor has been sitting for several years. I installed an inline filter the last time to catch any debris that makes it through the dediment bowl. Seems to have plenty of gas. I was wondering if the governor is out of adjustment or maybe sticking. The throttle lever is loose for the first half of the span then tightens up considerably. My manual is in the mail. Any suggestions would be appreciated. Thanks in advance. Lee
