Well you would not get any or very little voltage if the points are closed because they would ground out the system which is how it works. With the points open you should get battery voltage at the switch when on and at the coil. Fist thing I would do is hot wire it and see what happens. If it starts hot wired then you know you have a bad switch or wire from the coil back
