300U not running good

My 300U has never run good for more then an hour at a time since I got it 4 years ago. This year I'm going to rebuild the distributor and then switch it over to electroic ignition. The only other thing I haven't done yet is rebuild the carb. What the tractor is doing now is running good for about 10-15 minutes and then starts surging and cutting out. If I pull the choke out it seems to smoothe out a little and stays running. Is this a symtom of low fuel supply? I recently installed an inline filter. What could be other causes?
