If it was me, I'd ask the owner for another look. I'd crank it cold and look for oil pressure, let it idle for about 5 min, see the water temp come up to at least 150 plus. Then, I'd operate it in reverse and low gear, and then with a rolling start - shift to road gear. If it balked in road gear after getting warm and continued to do it, then I would be suspicious of timing or carb, but I would also be very careful about low compression and possibly a burned valve.
