Bolts, Grades

A while back I noticed when doing some research that bolts are suppose to be marked on the head according to their hardness. At that time I was getting some at Ace and noticed some were marked and some werent. The Ace has since changed to Do It Best and now none of the bolt heads are marked according to hardness. I went to Fastenall and every bolt they had was marked like it was suppose to be. I thought this was law that they had to be marked the with lines on top of the bolt. These must be an import and thus they are getting around the law some way?
