Take and leave the plugs out. Fill each cylinder with gasoline. Let it set about 5 minutes and pull your tractor in 5th gear. I"ve fooled with several engines that were stuck from moisture and this is the best thing I"ve found. If it still won"t spin over try pulling it with the tractor in reverse to spin the engine backwards. Stand back because it"ll blow gas all over everything when it comes loose! If this doesn"t work you"re probably going to have to remove the head. By the way, if it does work you"re going to have to change the oil! Hope this helps.
