It wasn't "adapted." That was a kit available from the Elwood axle manufacturing company. They made front wheel assist axles for IH right up through the end in 1985. Axles like this on older tractors like the M are fairly rare. The mechanism used to drive it is far from ideal (probably not all that reliable either), and I believe you're limited to 3rd gear with the front end engaged. On top of that, you needed 3 acres to turn the tractor around.
