M carb needs alot of choke

i just bought a 51 M. it runs perfect with the choke half out. push it in, dies. now someone has welded on the part where the govner meets the carb..... could it be leaking from there or dosent the carb have any pressure there? just put in a nw kit on yhe bottom half ss like i said the govner tune was welded instead od a nut or what not. i know its getting to much air... when i first got it the float was stuck wide open snd it dint like choke. where are the important areas took look for, any help much appreacated.
