Farmall H brakes?

I have what is probably a dumb question for you guys. On the bottom of the brake covers of my H, there is an adjustment bolt with a nut to lock it in position. What is this supposed to do? All I can think is that the bolt pushes up on the brake band, but don't understand why it would have to do that. Also, I would be curious as to how I should properly set these bolts, once I learn their purpose. Thanks!
