I'm learning that this problem has several ways to occur, but here is what my problem was: My 600 was converted to 12V/alternator. The ignition wire departs from the harness just behind the block in the "old harness." When the tractor was running, the "BAT" terminal lead from the alternator was shorting to the ignition wire inside the harness, and therefore providing another source of charge for the primary winding of the coil. Since the switch would not completely remove the primary charge, the tractor just kept running with the switch off. When the tractor wasn't running and there was no alternator output, the ignition wire could only get charge through the switch and therefore the switch had to be on for the tractor to crank.
