Injection pump gettting fuel could just be the seal out in the scavenging pump. To start the tractor: 1- the throttle must be in off position (no fuel going to the injectors), 2- the compression lever must be in the gas position (on my 400 the lever is back for gas setting) watch the rod that comes off the compression lever, make sure it moves forward when lever is moved, you should hear it click and stay there. 3- pull the choke out. 4- start and adjust choke to keep it running (there is no throttle on the gas side) only the choke to help keep it running. 5- let engine warm up on the gas for a minute or two. 6- move compression lever back and open the throttle at the same time to get it switched to diesel. Now to shut it off, switch it back to gas, turn off the key to kill the spark and stop the engine. THEN PUT THE COMPRESSION LEVER IN THE DIESEL POSITION AFTER STOPPING THE ENGINE ON GAS SO THE STARTING VALVES COOL ON THE SEATS. The head has three valves per cylinder, the intake, the exhaust and the starting valves. The power steering won't be up to the 4020 but not bad. All 400's would have dealer installed power steering. Behlen is the best power steering, it was the factory choice on the 450 series.
