Farmall A pushing oil into exhaust manifold at idle

This summer my A started blowing oil into the exhaust manifold (bad). It would only do it if running at idle speed after a couple minutes. When working with the sickle mower, she would emit some blue smoke. I was also topping off the crankcase regularily with oil through the season. The plugs were also fouling. I have a friend that says I could get by with a top end overhaul. My question: should I do a top end overhaul and take it from there or would it be best for a complete overhaul? And if the whole engine is to be overhauled, would it be wise to overhaul the clutch at the same time? Some facts: This is a '39 Farmall A. Has been working on the farm until the mid 90's then only occasional use (always maintained and garaged). Future plans are for continued use of mower and other pulling tasks. Plan to keep active. Have not had a problem with the clutch. Any input would be greatly appreciated. Otis
