Hummmm. Got me thinking on this one! The original IH and aftermarket victor gaskets are pretty thick but do crush down a little. What did he make the gasket out of? If it was anything but annealed copper I don't think I would have put it on a cylinder head. Check the lock nuts like Walt said and make sure they are on top of the arm. If it is still too close, there is something fishy like the head being milled a 1/4 inch or who knows what was changed. If the washers on the rocker shaft will raise the arms out of the way, I don't see anything wrong with that if they will push straight down on the valve stem, but I would want to know why I needed to do that in the first place. Was this tractor running when you got it, or was it shoved out to a fence row. Could have been someones "hot rod" project from the 50s that never got finished because of a problem. Is it possible it has the wrong head on it? 10-20 heads have about 1/2" water passage holes if not bigger. If someone used a w-30 or F-30 head the holes are much smaller since those have water pumps on them. There may be other differences as to the highth of where the valve stems are located. Let me know and ask some of the guys for the 10-20 head casting number and check to see if you have the right head. My books are packed away from the move or I would look the number up for you.
