Super A help needed

My grandfather has a Super A that runs and works great with only one problem. It is very hard to start when cold. It seems that if you choke it at all, it floods. After you get it started and warm, it cranks perfect. Seems that it is very particular about where the throttle is set on the cold start or you will flood it every time. Every old gas engine I'm used to, you barely open the throttle and apply full choke and they fire right up. Could it be my carb float is too high? Or what does that adjustment screw on the carb do? Could it be causing my trouble? Suggestions welcome.
