706 hydraulic problem

A friend is working on a 706 gas that has been sitting for several years. The engine was stuck so he replaced it with a rebuilt one. He has it running now but no steering or brakes. I've looked into the archives on this problem, but need some more details. The PTO works, as do the lift arms and the rear hydraulics. I told him to check the hydraulic filter. My question is on the multiple control valve (MCV). Where is it and how do I troubleshoot it? Is there a procedure to prime the system after it has been sitting? Thanks for any advice you can give.
