Noisey power steering-Int. 350 Utility

Power steering is noisey and binds. Seems to be worse when I have weight in the loader. Tractor is a 1957 model with 1513 hours and wide front.
Also, any ideas on how to drain a loaded tire so I can repair a small leak and take care of a rusty rim.

Also, tachometer is jumpy.
