The A runs rough. Why would this be ?

Finally took the A out of the garage today, and now I have more questions. 1. The valve in one of the rear tires (which is liquid filled) is stuck. It leaks out the liquid, and I can't pump air through it. I'd like to remove valve and fix/replace it. However, I'm not sure how the stem works. It appears that the stem screws into a base ? The base appears to be like a bulk head fitting. Can anyone tell me what the best way to get this task done ? I expect that everything is corroded, and the last thing I want to do is break something worse than it already is. 2. The motor idles relatively well, doesn't smoke and starts easy. However it does skip and miss when it's under load such as going up an incline. When it does miss there is some white smoke that comes out. I've cleaned the carb, changed the wires, cap and rotor. I have not cleaned the points or changed the plugs. I also have not adjusted the timing since the tractor ran fine when it was put away 10 years ago. The other thing that puzzles me is the popping sound it makes, I believe it is coming out the air filter. This makes me think it is backfiring through the carb ?? Thanks in advance for any help.
