riveting rear steel wheel hubs for Farmall Regular

I have a pair of rear steel for my Regular that had the center bolt hole area torched out of the plate, but the spokes are OK. I also have a set of wheels for rubber with bad rims but good center plates. I would like to cut the rivets from both sets, and re-rivet the good plates to the spokes on the steel pair. Any ideas whether this is possible to do myself? Let me know any suggestions, or if someone has attempted this before.
